wa3002-g1 adsl modem https port 443 not open

hi anyone help me plz
i m using bsnl dataone bb service adsl modem wa3002-g1 modem
but i m not able to open secure web sites i.e icicibank.com, msn.com, citybank, antivirus update.. i also tried to scan router port.. Message display ---> An attempted connection to 117.201.80.22:443 was refused. This typically indicates that there are no services available on that port, but that it is NOT being blocked by a firewall or your ISP

you dont need to open any port to access websites.are you able to ping to them?if so then it could be a DNS problem

4.2.2.1 , 4.2.2.2 or
207.68.220.220 , 207.68.222.222
2.Change MTU to 1492. ( read instructions for VISTA)

3.Check Secure sites settings in IE https//
