UPDATE:
I am able to do this now from within the lan. I opened up ports on both pc and disabled deep sleep from bios. So no I am able to wake up my PC from inside the lan. Now the challenge is to do it from outside the lan (over the internet).

@mahesh1283 Your PC is connected to the LAN over wifi and you have managed to make WoL work? Or is the PC connected over ethernet?
No ethernet. All devices connect through wifi
You can try this if you have a echo device or try getting echo flex it's the cheaper one.

Defying all odds, I have managed to get WOL working at my friend's place on Jio Fiber using default Jio Gateway Router

1. Call up Jio Customer care service and tell them you have a CCTV camera for which you need port forwarding (You can request upto 5)
2. Give them A) MAC address of LAN card B) correct IP of your PC and C) Port 9 which is WOL port. (Try assigning static IP beforehand to your PC through Jio Router or through Windows. Eg. 192.168.29.100 and give that IP). BTW don't tell them you are giving IP, MAC and WOL port of your PC and not of CCTV.
3. Give them a random but real make and model of CCTV. (eg: Hikvision and model DS-6616NI-K2 or DS-7616NI-K4 or anything)
4. Wait 1-2 days till the engineer is assigned.
5. Engineer will call and ask him to give you IP address and Port number once backend team has done the mapping. Try to prevent engineer from visiting your home as they might know something is up and ask you some cross-questions. However, most engineers are happy that they don't have to visit you and give the IP and port over call or WhatsApp.
6. Once engineer has confirmed that port forwarding has been set up, open up the router webpage 192.168.29.1 (You must know login username and password or else ask that to the same engineer)
7. In Web GUI, go to Security -> Custom Services tab -> Here you should see a port forwarding service set up. If there is no entry, then call up the engineer and make sure he tells you after it's done.
8. Click on Port Forwarding tab and right click on the Service and click Edit -> and temporarily change Services section to RIP (Make a note of the service name before changing)
9. Again go to Custom Services tab and right click on the available service and change it's type to UDP (WOL requires UDP packets)
10. Again Click on Port Forwarding tab and right click on the Service and click Edit ->Change it back to whatever it was before you set it to RIP.
1. Make sure your PC has Latest Intel, Realtek or Marvell LAN drivers. The Windows Update drivers sometimes don't work
2. Disable Fastboot by opening classic control panel in Windows. In elevated CMD, type control panel -> Hardware and Sound -> Change what power buttons do -> click Change settings that are currently unavailable -> Uncheck Turn on Fast Startup (Hardly makes any difference to windows bootup speed anyway)
3. In bios, enable WOL or Enable Wake on PCIe power. This setting is at different places. Intel NUCs have this setting always on and not found in Bios.

5. You also need to enter MAC address of your PC's LAN card (small case is fine)
6. Shut down your PC
7. In the Remote Boot WOL app, select your PC and hit the Turn On button
If you have followed the above instructions to the T... your PC will wake up like it's magic
WOL did not work for my Laptop's Wifi card but some have got it to work. You can use port 3389 and change to TCP for remote desktop experience as well.

The best thing to always do, would be to never forward such ports, as they are a security risk.
A safer alternative, you can get any random port forwarded and set up a VPN server to access any devices on your network remotely.
Again, in such instances as well, it would be preferred to use certificates or keys for authentication and not passwords.
