earlier u were reqed to have ISP license. but if i recall well, this requirement was then removed.
Unforunately not. It is all still required. You still need to have a registered company before you can even think of obtaining the license.

what will be the necessary steps to be taken if i purchase bandwidth from a "ISP reseller" and i start my business in my locality ( say some what around 500 connection)???

Yes. They won't even give you bandwidth until you have the license for it.
First I would like to thank the one who started this thread, and i like to thank all being in discussion on this thread...I am also in plan to start my own ISP even a small sub-ISP from an ISP..
So whats the actual process of lisencing for an ISP in india.
And how abt the type of infrastructure for ACCESS NETWORK.. Actually i was thinking to connect my Access network to MTNL from where end users can connect to my Access Network. oR Is it better to go for wireless solution. and can any one tell me who is the Reseller of Bandwidth for south india i mean Andhra Pradesh..And whats the price its costing..

Decide on your infrastructure - do you want to do Mobile/3G, WiMax, Cable, Fibre, DSL or what?
Secondly, set up the company. Begin marketing.
Thirdly, you get the license. A state-wide (for example, in your case, Andhra Pradesh) license requires about 2 Crores guaranteed in the bank, among other things. Continue marketing.
Fourthly, acquire the bandwidth. The people you buy bandwidth from will be the same no matter where you are - you're looking at SeMeWe3 or 4 (Tata), FLAG (Reliance), i2i, and Railtel. A few other cables are coming within the next 2 years. Market some more.
Fifth, ensure you have staff and expertise. Continue marketing.
Sixth, sell. Sell your ass off. Seriously.
what is the cost of bandwidth, which company offers it , what will be price
Depends on how much you need. A 155Mbps local STM-1 will start at 17 lakh/month for a loop up to 50km, and the price is basically the same from all players (Reliance, MTNL are exactly the same, if I recall).
SeMeWe 3 (for example) would sell you a 155Mbps STM-1 between Mumbai and Singapore for about USD33,000 a month. You can also buy a link between here and Europe, but they have a formula for the price which is based on the length of the loop per KM, so you can spend about USD80,000 a month between here and Germany, for example.
i guess all it takes a bank guarantee, of some amount like 1 crore for A grade cities or kind of. its just bank guarantee signed by your manager of bank and not money.
then it takes a lease line from your uplink like flag or teleglobe/vsnl or any else.
third your own infrastructure of switches and routers, and cables or wireless.
and marketing/selling skills.
An A-grade (India-wide) license requires about 10 crores, if I'm not mistaken. Equipment is not a significant expense, unless you're planning to roll your own fibre (like we are), which costs about USD15 per metre - depending on who you buy it from. Switches might be a few lakhs each, and labour is relatively cheap in India (although people working for me will be getting pretty good wages, because I want only the best - I'll let Hathway, Airtel, Reliance, Tata etc have all the slackers!)
