i do not see how they can be illegal. you can even download the latest releases of iOS updates through the apple.com website. the links are hard to find by yourself but are available online. you can then use iTunes to install them manually on your devices in case the download feature does not work for you.

This tool is being offered because an inconsistency was found in the Windows servicing store which may prevent the successful installation of future updates, service packs, and software.
you would be making a mistake downloading the complete package if you are short on bandwidth. windows update would only download the updates you do not have. direct link would point to complete update that would include shit load of more updates.
i imagine it's the new laptop that you got yesterday right? it might download a lot of updates. but should still be less than the complete download. start it and it should show you the amount of data it would download... i think u can cancel it then.
