Not really, if BSNL had come up with a strict SOP and also enforces it, then it is definitely doable. There are such systems in other countries too, where the internet service and technology is provided by one company, and the last mile connectivity is by a similar LCO. The equipment, provisioning etc is all done by the main technology provider and the equipment, CPE devices etc should be as per their SOP.
BSNL took the easy way out, which resulted in this. If they had invested in the technology, automation, custom or standardised hardware, it would be a different scenario altogether.
Airtel is in a way doing that with the LCO model. And I'm sure Jio even with LCO would enforce their SOP, else the system simply won't work.
