1. Do you get this constantly ? Forget the small variations ? Over all how is it steady ? If you download a healthy torrent, what is the average speed it shows ?

The speed you are getting is certainly lower than you plan speed.

Possible reasons,

a. Bad setting by BSNL

b. Something wrong in line

c. Something wrong in your modem.
