NEW DELHI: The government today said radio wave auctions for third generation mobile phone services, or 3G, will be completed by the end of March.

"The government is very keen to complete the 3G auction process well within the financial year (March 31, 2010)," Telecom and IT Minister A Raja told reporters on the sidelines of an event.

He said the notice inviting application for the 3G auction is likely to come out this week.

NEW DELHI: The latest policy flip-flop by the Department of Telecom (DoT) could drive away foreign players from the upcoming 3G auctions by denying
them a fair chance of getting 2G spectrum, vital for offering a full complement of telecom services.

Absence of foreign players, which means bidders could get the scarce airwaves for less, may cost the government billions of dollars in revenues. Global telcos, with no presence in India, are unlikely to enter the 3G race unless they can offer full-fledged mobile services.

NEW DELHI: Bharti Airtel Ltd, India's top mobile operator, expects the government's auction of third-generation wireless spectrum to be completed before the end of the fiscal year in March, a top official said on Friday.

Manoj Kohli, CEO of Bharti Airtel, said the company expected to see signs of consolidation in the crowded telecom industry by next year.

Bharti Airtel,in which Southeast Asia's top phone firm SingTel, reported a small rise in quarterly profit growth, broadly in line with expectations, as a vicious price war hits margins in the booming industry.

COIMBATORE: The much-awaited auction of radio waves for third generation mobile phone services, or 3G, is expected to garner at least Rs 25,000
crore from private bidders, union communications and IT minister, A Raja said here on Saturday.

"As the government has decided to hold the auction by February end, it is expecting to fetch the amount as a one-time payment from the bidders," he told reporters here.

NEW DELHI: The government has amended overseas borrowing rules allowing winners in an upcoming 3G wireless spectrum auction to pay the fee in
rupees, which could be later refinanced by overseas borrowing within 12 months.

The move will help telecom companies to raise funds from the domestic market for the payment upfront, and give them flexibility to refinance the fee through cheaper overseas borrowings later.

The government is expected to complete the 3G auction by March, and it had estimated in July last year the spectrum allocation could raise up to Rs 350 billion ($7.6 billion).

NEW DELHI: In a surprise move, the government has postponed to the next fiscal auction of spectrum for 3G telephony which was expected to bring in
Rs 35,000 crore to the exchequer.

According to senior officials in the Department of Telecom, Law Minister Veerappa Moily, who is member of the EGoM, has opined that the auction should he held when the spectrum is available.

Telecom Minister A Raja could not be contacted immediately for his comments. Officials however, said that the auction is expected to take place in August-September this year. It is pertinent to mention that the Ministry of Defence had agreed to vacate the spectrum only during middle of this year.

NEW DELHI: The law ministry has warned that the government will be exposing itself to the danger of heavy financial penalties if it auctions 3G
airwaves not in the possession of the telecom department — most likely leading to another delay in the sale of spectrum for high-end telecom services such as ultra-fast internet on mobiles.

The ministry has advised that it is not prudent to auction airwaves not yet freed by the armed forces because under the terms of a telecom department proposal, the winning bidders can ask for their money back plus interest if they are not handed the 3G spectrum by the end of this year.
