how can i be sure that they are in the process of updating my speed profiles? i mean every day i wait, i am paying airtel 80 bucks!and there is no way i can ask them to migrate me to the 117.x.x.x ip range? :P should have connections in bsnl :(

Speed profile change hardy takes 5 to 10 minutes. Call up your exchange and try to get it changed while on-the-phone itself. If required, get any numbers to the NIB office which handles your area (the exchange people should give this) - they'll do it easily.

As far as changing your IP range is concerned, I'm afraid there's no option in this. You have to be very lucky to get yours changed; I've tried numerous times and failed, and switched back to the previous plans to get 117 back.

lol. and you would think that people paying 2500 per month might get lucky with the better managed IP range. :\

Unfortunately true. I spoke to someone from the exchange who said the 59.x.x.x range is being allocated to 'premium-customers' automatically by their provisioning servers and that they have no control whatsoever / thereby all low end customers are placed on the 117.x.x.x range.

It's not like the 117.x.x.x range is full of joy, it also has its ups and downs like the high latency thread I created few months ago. This, is still not resolved and it has become a crucial part of the connection itself. Here are the spikes monitored by HNS (thanks to @mgcarlay and @ripunjay)

i guess i would focus on getting my speeds right for the time being. i do not play games so pings are not that important. though it does affect regular browsing so is a concern. :\

Btw, what are the speeds you get from BSNL's own speedtester?
Welcome to BROADBAND NOC UTILITY PORTAL:148 * Intranet

If you get 4mbps or more, then the only option you have left trying is to get back to 117 range.

As far as the high pings are concerned, you might want to forget Youtube and other video portals as speed gets capped to less than 1mbps. Downloading those via a download manager should work better however.

...
Try from your BSNL connection? You tested it using Airtel

Eww, that's pretty bad. You should probably call the exchange around 11 in the morning and get it fixed while on the phone itself. Else, you can pay a visit and get it fixed directly too.

Not that it matters, here's some funny trace-route and ping report to your BSNL connection:

C:\Users\>ping 59.99.72.71

Pinging 59.99.72.71 with 32 bytes of data:
Reply from 59.99.72.71: Destination host unreachable.
Request timed out.
