BSNL Broadband Massive Speed Spikes.

Hello everybody,
I have BBG-HOME-COMBO-ULD649 plan. Everything was fine upto now. But since last 4-5 days I am unable to download single stuff due to massive speed spikes. I have noticed that when download begins it reaches the maximum speed, but gradually it decreases & reaches 0 bps, and the download just haults, then after 20-30 seconds it begin the download in like 8-9 kbps speed.

I re-configured router & the problem still persist. I changed the modem+router & still the problem exists. So, finally I called BSNL & he changed splitter, line wire & everything but still problem exists. My complain is still in pending for last 3 days in BSNL and they haven't find any solution.

Can anyone with similar problem faced in past can tell me what could be the problem.
 
I am facing the same issue exactly, i complained and the bsnl guy came and told me that my router was faulty so i even purchased a new one but on that also the problem continues.
 
Happens a lot in chrome, if you've got poor latency, for some reason. Works fine in other browsers
 
Spikes are normally due to variation in data transfer. Unless you guys provide info on the source and means of download. ie, torrents, download manager, good site, ok site, file sharing site etc it is hard to give a solution.
 
I experience it everywhere, while downloading torrents i get speed of 50-60 kbps that to fluctuating and if i browse while downloading torrents i am not able to open even a webpage, while downloading from IDM also i get very slow speed of 50-60kbps, i treid downloading from google and other reputed as well as free songs but all were on very slow speed.
