I mean to access router settings from somewhere else using any other network. Sometimes when I'm out of town and my family faces issues with it, just to have a look at router settings.

Yes, that what I said. Since Excitel does not provide port forwarding or Public IP, the only way to forward would be to set up a VPN tunnel to your local network and manage it from there. I use OpenWrt as WireGuard client tunnel to access local resources.
 
The optical wire was too much bent outside my window, after straightening it upload speeds got back to normal, download still low. Might be there are some more bendings on the pole, will look tomorrow.
