Extremely slow surfing speed on MTNL Broadband

my friend is in San Francisco and he is using a verizon 75 mpbs fiber plan for just $70 which is around rs 3500 per month

I have figured out some of the problems....
In delhi, i get two ranges of IP. One is 59.*.*.*.* or 120.*.*.*.*
I have observed that the 120 range gives terrible pings and browsing speed, and the 59 range is a little better.
So to combat this problem, i keep restarting my modem till i get the 59 range.

I m going to get broadband tomorrow . Does MTNL still have speed issue while downloading from torrent , i m currently using MTNL 3G JADOO and everything's fine here , Getting speed of 200KBps+ on torrents

Any one facing pathetic speeds no webpage seem to come down complete, even the speedtest site is taking for ever then giving an error
