It's the same code. You can replicate it by making desktop browser narrower.

jpgs are smaller. upload jpegs!

phone screenshots are pngs. i guess would have to reenable it as it is not really easy to convert files on the phone

I disagree, the PNGs that I was planning to upload were definitely smaller than the JPEGs that I ended up uploading. I'm on a mac, and screenshots, etc are saved as PNG by default, this restriction is very inconvenient.
