I think nexus 8 or 9 will have perfect camera.... As I heard nexus 5's camera is better than N4, that means they are improving their camera....

Actually the problem with Nexus 5 camera is that the app is 16:9 while the photos are 4:3 so you get a totally different image size compared to what you see in the app.

Nope. I can switch to 5mp or 3mp but the aspect ratio remains the same.

That would kill the aesthetics of the camera app lol. As it would no longer run in full-screen mode.
I had read about this in the reviews but had no idea the problem was so huge lol.
Here is a good example of the problem. lol.

Is each unit of nexus 5 facing same issue or there are fewer/random units which are having issues like this?

It's by design. The camera app runs fullscreen so you get a preview that is wider in nature.
