AFAIK, DOA (Dead On Arrival) Certificate is issued for a device which simply does not function in any manner immediately after buying.
In OP's case, he was using the handset all this days normally.
Except for a video garbage issue in a specific you tube video ( which he could not reproduce again) and some red light near the sensor, all other functions of the phone worked as he described in experience thread.
I am wondering how on earth you managed to get a DOA certificate from HTC in this case?
You were wrong! If the service center identifies and accepts the issue, which can be very minor or major issue(except software issue), then as per the HTC policy(but i remember this is the case

Apple..) if the device is with in 7 days(or 15 days, as i dont remember the exact days, which varies by country), service center should not try to repair the device. They should only provide the DOA certificate, but providing DOA certificate by service center is just not only the service center decision.. they supposed to get authorization from HTC and only after getting approval from HTC, they provide these certificates. But if your device passes the initial defined days limit, then repair is the only option.
