The issue might be with Google itself? For now, you can try clearing any cookies or cache.

And report your IP to google.

on pppoe, it's all fine no issue as such it's only happening on static IP

Yes but what/where are you downloading???? We are trying to say 70 MBps is probably/likely expected speed.

I tried downloading files from all good servers like Apple firmware, Microsoft windows iso, and google drive all of them gave the same speed

I even tried at night when the load is less but still same results

Static IP gives better speed than PPPoE.

I meant technically IPoE is faster than PPPoE.

@SpeedxThunder how did you download? If using browser like Chrome or Firefox search for enable parallel download config flag which might improve your download speed.
