You should contact your area Jio Personnel to deal with this situation. If your facing this issue then chances are everyone in your locality must be, If not then the issue is tethered to your device/profile.

@legionsunited91 Seems like location based congestion issues. I get upto 31mB/s on steam and IDM on my 250mbps plan. Routing to Singtel is a bit messed up with Jio, try Campana server in Singapore. I get about 47ms to it.
