What i am able to deduce is your connection is absolutely fine. Try to download a Linux distro from torrent or direct download. Almost all CDN providers are facing issues around the world. AWS, cloudflare. I have reports from Singapore as well.

On both, tho on LAN I get 3.5 to 4.5MBps

Seems to be more of a local issue. Get your Fiber box checked. I am getting excess of 12 MB/s on the above server using a Download manager and on chrome, the avg download speed was b/w 9MB/s - 10MB/s.

Can't you provide traceroute to centos.mirrors.estointernet.in also turn off the wifi from router UI and connect your laptop with Lan and check speed by downloading same file. Also check speed in safe mode with router wifi off.
