PC that I have was upgraded last time in early 2004. It has AMD Athlon XP 2400, Cheap Motherboard , 512 MB RAM.
It works fine as of now. Problem is when I try creating DVD from JPGs and AVI files. It takes around 3 hours to create a DVD ISO from a bunch of JPGs and 1 hour of Video. So its time to upgrade this PC again [bought it for the first time in 95, still has original floppy drive ]
My main reason for upgrade is to improve DVD creation performance. In ideal case DVD creation should be done in 15 mins

Cost comes to 13k.
I am not in touch with current trends in hardware. So basically clueless about best "bang for buck" config.
What would be the best config in in this price range for such tasks? Main use of the PC is to develop things and run Linux / Solaris / Windows VMs. I do not play video games so grafix is not a priority.
