Not necessarily. In particular I refer to my home country and it's neighbour (NZ and Australia, respectively), where most FUPs are in the vicinity of 10-60GB.
That being said, recently (as in, in the last few months) higher packages have become available - before that, like India, it was very difficult to get much more than 150GB, but now some ISPs are offering 300-1000GB for those who want to pay for it (about Rs15k or so if I'm not mistaken)... in 2010 I was looking for a plan which had about 500GB of usage and that was going to set me back at that time around NZ$800 (Rs36k or so).
In Australia higher caps have been available for a couple of years now (up to 1000GB) and are priced at around Rs6k or so.
(All of this is delivered on full-speed
ADSL where the only limiting factor is the equipment and distance from the exchange - no difference in price also whether you're connected to an old DSLAM or a new one capable of ADSL2+ or better).
It's my sincere hope that Airtel does away with the speed differences and simply charges for data (or an FUP as the case may be... in either case, if you don't purchase enough data to suit your usage, whose fault is that?)... and if it does that at a reasonable price, I would imagine that people would complain less.
