Airtel isn't widely available in Bombay so that's why MTNL probably feels it can get away with these crazy prices. Of course there is Tata Indicom which has a 256 UL plan for around 1000 but its service is fairly crappy. Still no one is going to pay more than twice that amount for MTNL.That's why my hope is that sense will prevail and MTNL will lower prices for its UL plans eventually. I would certainly be keen to switch if they have competitive UL prices.
