Guys I am using bsnl 750 unlimited plan and since last 2-3 days I am just getting 25-27 kbps speed both in torrent (private trackers too) and direct download.And if there is a download going on on utorrent I am not able to talk properly on skype.This didnt use to happen when I was using tata 400kbps plan (but tata connection was S***). So now I have to stop downloading on utorrent if I want to use skype.Someone please help!

According to .:Unlimited Home Only:., the BSNL UL 750 plan is 256kbit/s. You are getting normal speeds for that plan. If you want more speed, you need to upgrade your plan. The next step up is the BSNL Combo UL 1350 at 512kbit/s.
While talking on skype, you could also try changing the bandwidth utorrent is allowed to utilize in options > preferences > bandwidth. Change maximum download rate to about 13 and you should be then able to leave your downloads running while having a clear voice conversation on Skype.
When you're done on Skype, change it to about 25 so that you can also browse webpages without too much more slowness.

Dude there are plans that BSNL will be upgrading their Speeds during the Commonwealth Games in October as all the ISPs would be changing their tariffs at that time, You will have to bare with their present Speeds for some time to come as nearly 75% of People in India are dependent on BSNL for Internet, wait some more months you will be getting double Speeds again, Sabar ka phal Meetha hota hai or you can use Yahoo Messenger Voice chat as that does not require high bandwidth for chatting.

I too was in UL 750. The speed you get is normal. Even if the promised speed is 32 KBps, you won't get that much. You need to limit the upload and download speed in utorrent if you have other uses of connection. Otherwise utorrent will take maximum possible bandwidth. If you still think that the speed you are getting is slow, get your line checked by the lineman. Ask him to remove joints and cuts in the line and use a single cable from junction box to splitter.
