It shouldn't be. But it is legal, otherwise Vodafone wouldn't have been advertising this plan.

Even carriers in the US pull crap like this. I've heard Verizon throttling postpaid customers who are on the lower rung unlimited plans.

no they are not prioritizing any specific site or service (app). Its just different plans Prepaid-low speed plan, Postpaid -high speed plan

Something weird happened 3-4 times since upgrading to RedX, i sometimes get very good upload speed and normal download speed.
Never happened while i was on normal postpaid plan.
