Yup. That's how it is. But you can try reverse also and see if that helps with temperature. PC CPU coolers are different in that they drag the air through the entire case. In the case of Pi the cooler just keeps the heat sink cool (and also accumulates dust).
mmm. i got the metal heatsink with fans that does not have the third cable for software control. so they were going to run as long as they were connected to the pins with power supply connected. even when pi itself was shut down.
i removed the fans as i did not really mind the 10C temperature difference with and without fans.
