But based on what I know & believe, you should be able to selectively do all of that.

Ok. So I just added my sister's account. It gave me the option of choosing what and all you want to sync from this account. And now when I visit most apps, which have the link to google including all google apps are allowing me to choose (some even allow me to enter a 3rd one directly)

And similarly in settings I can turn on/off all of these settings for both the accounts.

If an account is added to a device having no accounts previously, those options don't appear. It automatically proceeds to sync everything.

I beg to differ. If you add the first account from the setup wizard then the option do not appear. But if you add it afterwards then it is a very straight forward thing.
