Cost difference is zero. In theory they shouldn't require a SIM change, but probably to migrate you as a 3G user, you will.
 
3G-capable SIMs are basically identical. They still just contain different information about which network(s) to connect to.

as SVK said vodafone were proving 3G outside india so it could be VODAFONE provided newer sim cards.

Pretty much every Vodafone network that's not in India is a 3G network. But like I also said, Vodafone (and others) in India will be running 2G/3G networks side-by-side for the foreseeable future.

ok, so technically possible, but operators may not automatically allow all existing 2G users to get into 3G network in current plans due to their commercial reasons.
I guess after few years when 3G would become common, they would switch off 2G and all users by then would directly be in 3G networks (like in other countries :) )
