bsnl fooling us getting 2mbps on uld999

i pay for bsnl rs999 for uld999 4mbps and when i checked in speedtest.net i got super low speed which is 1.6mbps and upload speed 0.4mbps.
i dnt knw i tried many things but no luck and the speed is going decreasing
