Budget PC upgrade for 14k

I just started watching 1080p movies & noticed that they are stuttering at random using VLC. I never had this problem with 720p movies.
Do I really need to upgrade my PC now? Or is there something I need to tweak?

I have to close ALL other programs if I want to watch a 1080p movie properly.
 
Use MPC or Km player. Use core avc codec for 720p or 1080p videos. They are the best. Sorry to say I haven't even used vlc since 4-5 years. I dunno if vlc can install an external codec, but if it can, then download and install professional core avc codec in vlc if you wanna keep using vlc.
 
I'd recommend you get the cheapest GPU available. Even second hand would do. nvidia 210/AMD 5450 both cost ~1.7-1.8k. The GPU will offload all the processing and you can watch 1080p smoothly. Windows aero etc. would also benefit.

Also if you have multicore CPU (or one with Intel Hyper-Threading), you can lower the FFMPEG thread count. To do this go to Tools -> Preferences (Show settings: All), then Input / Codecs -> Video codecs -> FFmpeg, then locate Threads, and set it to 4 (or to 2, or to 1). Remember to press Save to save VLC settings and restart VLC after that to make sure changes are enabled.
I set mine to '2'. Seems to work....for now.
