I think we should have rules about when users ask questions or for troubleshooting, they should mention what did they do or how did they test or what is their setup structure in order to avoid wastage of time in writing basic followup posts.
A small banner for new users might do too.

Edit - although now that I think about it'd be too much work.

Is there any way we can prevent certain members from interacting with our content?

Click on their username and Ignore.

They can interact but you not see their replies or get notifications, your experience will be better. Not applicable for staff members.
