2528/1024 have this plan for around 2 yrs now. Remember had to get into their skin to get sync speed changed. Guess being persistent is the only option. Maybe you could try dropping by the exchange and meeting some tech head in the department.
Contacted all and sundry i could think of ( gm broadband , server room, sdo , local exchange ,etcetc) got all broadband contacts for delhi on their website and made phone calls and registered complaints everywhere. Pursued for about a month and took down all the names and people i spoke with. I remember not losing cool and talking politely to everyone i came in contact with and made them feel important and mine a genuine case for resync of speed since i was not getting full 2 mbps as promised... Devote an hour everyday for this purpose..haha. Dont remeber the emails but one was deadsl and another one that i mailed to quite a number of times. Dnt know exactly what clinched it but guess it was a combination of mails complaints and patience. I remeber evn gettin a call back from a ladyhigh ranked officer from mtnl to check whether my speeds were ok. Guess being persistant polite and following up helped...
Thanks for the suggestions, but somehow it seems the MTNL department guys i get to talk with know what they are talking about, They accurately described my data usage ie. total downloaded the previous day, and the data rate as well. The technician said ur line is using the complete bandwidth assigned to you, maybe Windows update or something else is running in the background.
If i disagree, they send a technician at my place, who checks the speed and says 450 is acceptable, and nothing can be done. :/

How do they explain others getting full 2mbps and their dl ul rates synced at 2550 and 1024? Just make a case for atleast 2mpbs and 512 withouth getting into the legalities of it. Tell them how airtel and others always cap it at higher levels. Also ask them to get their laptops to show you 2 mbps at your end. Will they take 88% of plan charges as acceptable monthly rental? Just pursue it at gm level and make phonecalls everyday..
