Has BSNL Capped the download Speed for 1100 Plan

I am using BSNL 2.5 mbps 1100 plan which has 10gb limit for download. For the past couple of days suddenly the download speed has drastically reduced. I usually get a download speed of 100KB/Sec and sometime even 160KB/Sec. I am now getting only 20KB/Sec or maximum of 30KB/Sec of download speed. I also checked with the BSNL people and they conducted speed check and said everyting is normal. My modem is SmartAX MT882 model. I checked the cabling and there is no interference in the telephone line. I am using the connection through a wireless router. I also disconnected the router and connected it directly to the modem but still the same result. Also I have only used 2.5 gb of download and still have more than 7gb limit before the download caps sets in. Does anyone has this problem for the past couple of days? Is BSNL acting smart by capping the download speed for this plan. Is there anything I should do with the modem to get back the earlier download speed. Please advise. Thanks, Mathan
