Problem with BSNL connection in Kolkata

Shoot a RTI question to the information officer. I got benefit of this new law. Ask the information as to what they have done after receiving your complaint.

For users from kolkata it's bangkok server which is recommended.

But the result somewhat matched with my actual download speed, whereas the Bangkok, on the contrary gives a result which differs from the actual scenario a lot...

got blazing speed last night ! I have downloaded 1.3 GB in more or less 2 hours 30 minutes from link-removed !100 MB files took less than 10 minutes to get downloaded .
