When will BSNL launch new broadband plans?

my speed on speedtest shows 1.16mbps , the next test shows 0.5mbps , the next 1.2 - next 0.5
it is alternating.
if i start utorrent , the speed touches 110kb/s and falls back to 60
sign of increased speed ???

i downloaded fifa 14 yesterday ~ 7gb + downloaded movies .. i am 100% sure , i consumed 8gb and the curse of fup has started

i am constantly dropping connection ,
i am playing fifa atm and getting kicked out of servers.
i opened browser to see if its ea servers or bsnl , i couldnt open website.
wth is going on
look at these tests performed inn quick succession
