Yes. STAR got rights, not ESS. We cannot be sure how STAR would cover the broadcast. STAR is different company than ESS (ESPN STAR SPORTS is JV between Disney owned ESPN and News Corp STAR).
Yes, the rights are with Star. Star has a partnership with ESPN currently, hence it will share the feed with ESPN. So, three channels can together broadcast. Plus, ESPNSTAR.com and ESPNcricinfo.com will have the internet/media rights.
Disney recently bought UTV, and now they are looking to start whole new channels by rebranding current UTV channels. So they are thinking to leave JV with STAR, and start ESPN "only" channels to covers Sports channels.
In case of a split of the JV between Star and ESPN, Star still has Star Cricket and Star Sports to broadcast the channels on. As as mentioned by the CEO, they can launch another channel if need be to telecast domestic cricket.
Also, I'm not sure if ESPN would want to leave the JV with Star, as that has given them a great foothold in the South & South East Asia market. And since the JV pertains only to sports channels, it would not encroach on any of UTV's existing footprint. On the contrary, a UTV-ESPNSTAR bouquet will have a bigger market value.
