damn. bad move ..you should have said 2 mbps and that too not stable.
CASE IS YET TO BE FINALLY DISPOSED OFF BY CIRCLE HEAD OFFICE . FORWARDED TO CONCERNED UNITS/SECTIONS FOR TAKING NECESSARY ACTION. PENDING AT SDEM3GRG .
the dude also gave me number of this sameer dude. called him right now. he got confused when he picked up. he said that he is not supposed to deal with customers directly and i should talk to the exchange guys.
i got him to listen to my problem. he has the same excuses. but he did say that i should get variable speeds and sometimes they should be 4mbps. i tried to explain him that my modem settings are set at 3999 downstream which i believe needs to be changed.
in the end he said to call him on monday as he is on a leave today. maybe he was just dodging me. anyways. i would try calling him on monday.
he also laughed when i talked about the trai's 80% policy. he basically said... trai says a lots of things it's not like it happens all the time.

i am now tempted to use my friend's connection. his uncle is at a very senior position in bsnl gurgaon. :\ i wonder if that would annoy the local peeps who might create more problems for me :\

Tell them you're getting 3 mbps and they'll simply give up their hands saying that's the maximum you can get 
Tell them you're getting 3 mbps and they'll simply give up their hands saying that's the maximum you can get so here is what i am going to do. i have around 97GB remaining in my airtel account. the plan is to consume all this in the next couple of days. and apply for a disconnection. meanwhile i would continue to ping bsnl trying to get that extra 800kbps speeds that i deserve to get!
