MTNL Broadband: ADSL light on, but no internet connectivity

Seriously, i still know who is at fault. Is it my local exchange? Is it my modem, Is it my Line connection? Is it the Prabhadevi exchange.:confused:

Do you have tutorial to configure wireless router to bridge? I am using D-Link DSL-2640T wireless ADSL router,Dell studio 17 laptop with windows vista and have mtnl 512 unlimited plan.

Below is the details obtained from the http://192.168.1.1 page

The MTNL service is really getting into the dumps. For the past 4 days the 1504 responds by saying that there is a problem on the server.
No idea when it would get fixed.
Am in the Wadala Exchange... anyone else facing similar issues to the one described below:

ADSL light is steady on the Router (D-Link 802C)
PPPoE is connected but no WAN IP is assigned. Obviously there is no traffic which flows.
In a day out of maybe 100 times, manage to get connected properly just once or twice and the throughput is decent (upwards of 1 Mbps).

I have tried connecting with a Belkin router but results are similar.
