what he has told u is utter crap..he doesnt know anything..In delhi exchange has no role in controlling the speed or any other aspect of BB..everything is controlled remotely from a central location i.e Kidwai bhawan which houses all the authentication servers..

nope..in delhi, nothing is done in the exchage. there is a specific dept at kidwai bhawan that determines/controls the speed policies ..exchange ppl only physically change the jumper settings to connect ur telephone line to DSLAM. After that they have no role.
