Most LCO won't be keen to change your plan (if you happen to move to lower Rs Value plans). I asked my LCO to change to Basic he just gave a thumps-up on chat.but did nothing ( I never followed up as well)

Changed the plan to Fibre Value thru selfcare portal and it was changed within 10 mins.....GPON POS light automatically started blinking red and after it turned green, checked the speed on speedtest....Voila it was done.....Getting the speed around 93-95 Mbps though...!!!

All 3 plans are available at my location. So I'm pretty sure it should be available at all places at least in Karnataka where fibre exists.
