arey sarr. you always go to the manufacturer for hardware support.

Nexus devices are supported by the manufacturer though replacements are sometimes issued by Google in some cases if you contact their local call center.

I believe devices bought through Google Play are taken care of by Google, within the warranty period?

Google only provide replacements to the best of my knowledge. There is no service center to provide repairs. I have read reports of people getting a replacement after one year period. But I guess that all depends upon the mood of the person you get in touch with at their call center
